MOE's rules for admission from 2028 (PSE). The 16 and 20 cut-offs are on the gross score; the net score ranks applicants. Each JC's own cut-off for 2028 is not out yet. A guide only, not an official result.

How it works

How L1R4 is worked out

L1R4 adds up the grades of five G3 subjects. Each grade is worth its number: A1 is 1, B3 is 3, C6 is 6. Lower is better.

SlotWhich subject counts
L1G3 English, or a Higher Mother Tongue
R1Best G3 Humanities subject
R2Best G3 Math or Science subject
R3Best G3 Humanities, Math or Science subject
R4Best of any other G3 subject (not Religious Knowledge)

JC: 16 points or fewer

On the gross score. Millennia Institute (MI): 20 points or fewer.

All five at G3

Every subject counted must be taken at G3. A G2 or G1 subject cannot be counted.

English C6, Math D7

G3 English at A1 to C6, and G3 Math or G3 A-Math at A1 to D7.

Mother Tongue: a pass

G3 D7, G2 Grade 5 or G1 Grade D, or Higher Mother Tongue E8. Mother Tongue and Higher Mother Tongue of the same language cannot both count.

Higher Mother Tongue as L1

MOE works out L1R4 with English and with Higher Mother Tongue as L1, and uses the lower score. English can then count in R4.

Missed a subject grade?

Conditional admission to JC with L1R4 of 12 or fewer, or 13 to 16 with A1 or A2 in all four R subjects. MI: 15 or fewer, or 16 to 20 likewise. The subject must be passed by the end of Year 1.

Bonus points

BonusPoints
CCA grade Excellent2
CCA grade Good1
English and Higher Mother Tongue, both A1 to C62
Chinese or Malay (Special Programme), or Bahasa Indonesia, A1 to C62
Affiliated JC (Sec 4 and 5 students of an affiliated secondary school)2
Selected for a JC Language Elective Programme (on top of the cap)2

Capped at 3 points in total, plus 2 more for a JC Language Elective Programme. Bonus points lower the net score that ranks applicants. They do not change the 16-point cut-off, which is on the gross score.

MOE's own example

  • L1 · G3 EnglishA2 = 2
  • R1 · G3 Humanities (SS, History)B3 = 3
  • R2 · G3 MathematicsA2 = 2
  • R3 · G3 ChemistryB3 = 3
  • R4 · G3 MalayA2 = 2
  • Not counted · G3 PhysicsB4

L1R4 = 2 + 3 + 2 + 3 + 2 = 12
Net 10, after 2 points for CCA Excellent

12 is within 16, so the student is eligible for JC and MI. Physics (B4) is not counted, because Chemistry is better.

Old vs new

L1R4 vs L1R5: which one applies to your child?

Sec 4 in 2026

L1R5, 20 points or fewer

O-Level 2026, then the 2027 JAE. Six subjects counted.

Sec 3 and below in 2026

L1R4, 16 points or fewer

The SEC from 2027, then the PSE from 2028. Five subjects counted, all at G3.

Minister Chan Chun Sing, March 2025: "With one fewer subject counted, students will need a gross aggregate score of 16 points, rather than 20 points, to be eligible for JC. This is a natural recalibration given that five subjects will be counted, rather than six."

MI stays at 20 or fewer, now on L1R4. Bonus points are capped at 3 instead of 4.

Under the SEC

What is new for the SEC cohort

  • Levels matter. Under Full Subject-Based Banding a student can take subjects at G1, G2 or G3. Only G3 subjects count for L1R4.
  • G2 Math blocks JC. Without G3 Math or G3 A-Math at D7 or better, a student is not eligible, whatever the score.
  • Mother Tongue can be G1 or G2. A pass meets the requirement. It counts in the score only if taken at G3.
  • An O-Level Mother Tongue from Sec 3 still counts. MOE: one taken in Sec 3 in 2026 can be used with 2027 SEC results.
  • One exercise. From 2028, JC, MI, poly and ITE are applied for through the Post-Secondary Admissions Exercise (PSE). It opens on SEC results day, in mid-January.

More on grades, poly and ITE routes in our guide to the SEC exam.

Math and JC

Is Math holding the score back?

JC needs G3 Math or G3 A-Math at D7 or better, and both can count in L1R4. Send us your child's level, school and latest Math results. We will tell you honestly what their Math grade needs to be.

Quick answers

L1R4 questions

What is L1R4?

A first language plus four relevant subjects: G3 English (or a Higher Mother Tongue), a Humanities subject, a Math or Science subject, one more Humanities, Math or Science subject, and the next best subject. All five must be G3. From 2028 it replaces L1R5 for JC admission.

How do I calculate L1R4?

Pick the best G3 grade for each slot: English for L1, the best Humanities for R1, the best Math or Science for R2, the best remaining Humanities, Math or Science for R3, and the best remaining subject for R4. Add the grade numbers (A1 = 1 to 9 = 9). Then subtract bonus points (up to 3) for the net score.

What is the L1R4 cut-off for JC?

16 points or fewer on the gross score, from the 2028 admissions. For Millennia Institute it is 20 or fewer. Each JC's own cut-off point for 2028 will only be known after the first SEC results.

What is the difference between L1R4 and L1R5?

L1R5 counts six subjects, with a JC cut-off of 20. L1R4 counts five, with a cut-off of 16, and bonus points are capped at 3 instead of 4. L1R5 applies to the O-Level 2026 cohort; L1R4 applies from the 2027 SEC cohort.

Can a G2 subject count for L1R4?

No. Every L1R4 subject must be taken at G3. Mother Tongue is the one requirement a G1 or G2 subject can meet, with a pass.

Can my child go to JC with G2 Math?

No. JC needs G3 Math or G3 A-Math at D7 or better. A student in G2 Math can move up to G3 Math; schools let students move up at set points, so ask the school when.

Do bonus points count towards the 16-point cut-off?

No. The 16-point cut-off is on the gross score. Bonus points lower the net score that JCs use to rank applicants.

Can Mother Tongue and Higher Mother Tongue both count?

No. The same language cannot be used twice. MOE works out L1R4 with English as L1 and with Higher Mother Tongue as L1, and uses the lower score.
